ARTICLE 24
Aggravating Circumstances
Each Party shall ensure that the following circumstances are regarded as
aggravating circumstances in the determination of the penalty for offences
established in accordance with Article 18 of this Convention:
a the offence deliberately or by gross negligence endangered the life of
the victim;
b the offence was committed against a child;
c the offence was committed by a public official in the performance of
her/his duties;
d the offence was committed within the framework of a criminal
organisation
