I don't think it's a matter of "a few bad eggs". You may not be aware of it, maybe you don't notice, or you live in particular place where this is not prevalent. But a white person implying that white is the best color to be IS something that happens to this day. It's true, most white people don't do this on purpose, it's part of the internalized racism that still exists in the core of the majority of the white population.
I'm sure you've heard this before, but when a white person and a black person apply for the same job, the white person gets the job, even if the black person had the same or sometimes even a bit more qualifications for it, simply because they have an internalized "white is familiar, white is better". The same thing happens in everyday life, I see it in my own mother, who subconsciously side eyes the black person next to her at the grocery store check out (mind you, black people are a rare sight where I live).
