Earthquakes are among most unexpected and rapidly occurring disasters hitting different parts of the world at the same time. Scientists have tried to invent many methods to predict the time and place of earthquake happenings yet they are not accurate enough to specify exact location or time in terms of days or months. However, significant achievements have been made in estimating the probability of earthquake risk predication in a certain area (Deborah R. Coen. The Earthquake Observers: Disaster Science from Lisbon to Richter). These countries have developed earthquake warning systems to notify people about the risk of earthquake in a certain area so that they can move to a safe place before disaster happens. Not only this but scientists are also working to bring innovation in earthquake engineering which is the scientific field that deals with shielding society, and environment from earthquakes by restraining the seismic risk to socio-economically acceptable point or in other words it is study of response of geo-structure subjected to seismic waves. (Bozorgnia Yousef; Bertero, Vitelmo V. (2004) Earthquake Engineering). All these efforts helps in earthquake preparedness and minimize disaster associated mortality yet they are not organized enough to achieve the desired protection and safety. There is a need to develop a dynamic, well-constructed and self-surviving organization that can control and manage such catastrophic disasters.
