3. Results
The survey divided ICT competency into cognitive ability, skills and attitude. For the purposes of this research,
cognitive ability and skills were defined as the ability to identify and use: computers, tablets and smart phones;
the internet; networking with others; instructional media (including Microsoft Office); ICT knowledge; Thailand
ICT law; and Thailand ICT morals. Attitude was defined as the extent of participation in ICT development
training, ICT user awareness and ICT information use.
