A relevant system of laws regulating energy-saving projects
can ensure that EERFERB achieves substantial progress. At
present, the ‘‘Energy-Saving Law’’ is the only law applicable for
regulating such projects. However, there is little in this law to
guide the actual work of EERFERB. The development of a
mandatory building energy efficiency standard is necessary in
China. Without guarantees from the legal system, local governments are reluctant to promote EERFERB. This lack of a legal
framework and strong enforcement mechanisms impedes the
progress of EERFERB and the attainment of building energy
efficiency goals. The support of the legal system would help
initiate the cooperation of local governments, heating supply
enterprises and residents in implementing EERFERB.
