Units with these readings may turn on after charging.
Charge the device until it turns on. Charging may take 10 minutes.
If the iPhone turns on and starts up to the Home screen, create Basic Troubleshooting and return the iPhone to the user.
If the iPhone charges, turns on, and iTunes prompts, then restore the device.
If the device will not power on after charging for 10 minutes, then attempt a two-finger reset and check if iTunes recognizes the device. The device may need to be restored.
If the device does not turn on or if it is not recognized in iTunes, then use the Visual/Mechanical Inspection (VMI) Guide and the appropriate iPhone Micro-inspection to identify conditions that affect warranty and service eligibility.
If no unauthorized modifications are found, then replace the device following local procedures.
