3.2.4. Enhancing participation procedures
The Draft PERS report is prepared by the responsible authority in
consultation with the PERS committee. The draft report should be open
to the public for a period of at least 20 days. The responsible authority
should inform the public of the contents of the draft report, the address
atwhich a copy of the reportmay be viewed or obtained, and the period
of public consultation. The responsible authority should also invite the
public to express their opinions regarding the report and provide details
on howopinions should be sent by publishing the information in a daily
newspapermore thanonce. The responsible authority shouldinformthe
public of public hearings or meetings by publishing, more than once, a
notice in more than one national and regional daily newspaper 14 days
before the hearing or meeting (Table 5).
