In the early 1980’s, a land tenure ship concept was introduced. It tended to imply that a gradual improvement of a slum would come about if slum dwellers were provided with owner-occupied land. Subsequently, they would not be interrupted by slum eviction and could gradually build up their ideal community. However this concept is really misleading. There is no difference in the physical and housing conditions between owner-occupied (with security of land tenureship) settlements and other typical slums.
