Adopted at the 13th ASEAN Summit in November 2007, the Charter forms the
constitution of ASEAN. The intention to draft the document was formally tabled
at the 11thASEAN Summit held in December 2005 in Kuala Lumpur, Malaysia.
Subsequently, the Eminent Person Group (EPG), comprising one high level
eminent representative from each member state, was set up to make
recommendations to the draft Charter (Wayne Arnold, 2007). At the 12th ASEAN
Summit held in January 2007 in Cebu, the Philippines, Summit leaders agreed for
the setting up of a 'high level task force on the drafting of the ASEAN Charter'
composed of ten high level government officials from ten member countries. The
Charter was signed at the Summit in Singapore in November 2007 and ratified in
December 2008. The 14th ASEAN Summit held in February 2009 in Thailand was
thus the first Summit after the coming into force of the landmark Charter.
