System 4 is considered to be the most productive and ideal. When combined with good management and achievable goals, this system is expected to result in better production, higher motivation, and more profit than the other systems. Likert favoured System 4, because of its commitment to giving the decision-making power to the employees who are trusted by the management and do not hesitate to share feedback and opinions. It is to each employee’s advantage to share expertise and information that could help others in the organization. The three basic concepts of Likert’s System 4 are the principle of supportive relationships, group decision-making and methods of supervision, and high performance goals for the organization.
