In addition to these specific duties, the coastal State is no doubt subject to all
other general rules of international law that may apply within the context of the
right of innocent passage, such as the prohibition of abuse of right, nondiscrimination,
the requirement of proportionality and the rule of peaceful settlement
of disputes.
