For that matter, the annual world development report published
by the World Bank in 1994 was exclusively
devoted to issues related to infrastructure. This report
underlines the necessity to increase investments for
new infrastructure as well as for operation and maintenance,
and it discusses various options for the provision
of infrastructure. Although the need to improve
the quality of service, to reduce wastage and to better
understand the demand for infrastructure are also
mentioned, in this report and in most writings dealing
with this subject, the issue of infrastructure is still
presented in a binary manner: “does one have access
or not to a service?”
