In one of his early appearances at the ASEAN PMC, Secretary of State Colin Powell circulated to the ASEAN delegations thick sheaves of paper containing lists of projects that the United States had undertaken for Southeast Asia, with their dollar values. Almost all of them, however, were cooperative activities carried out with individual countries rather than with ASEAN as a group. It also included work being done by the U.S. private sector, primarily the U.S.-ASEAN Business Council. Despite the importance of the United States to ASEAN and its member-countries and the presumed value of Southeast Asia to Washington, the ASEAN-U.S. relationship today does not have the density of ASEAN's linkages with some of the other Dialogue Partners.
