Due to a lack of workers, and trying to reestablish life in the southwest of Louisiana, human resource functions changed dramatically. Because of how society changed, the norms of business rules and regulations were no longer viable in that situation. And in order for HR to find workers they had to change with the times to recruit new employees. Enticing new employees they offered higher wages, or commanded a “premium salary”. The boundary lines between normal HR functions and management (general and assistant) were blurred as it was a matter of recruiting, hiring, and training and all available personnel needed to be involved.
