2.10 Monitoring provisions
TRAFCORD already has in place several mechanisms for monitoring and evaluation project performance and these can be detailed as follows.
Ongoing Monitoring and Evaluation: Monthly Team Meetings: TRAFCORD teams have a monthly monitoring/evaluation meeting. Results are compared to evaluation indicators. Obstacles and problems are identified and solutions put into action.
Six Month Evaluation: This takes place in two stages. Firstly the TRAFCORD team meets to evaluate their performance and results relative to indicators, timeframe and project log frame. Secondly the team meets with the Project Committee, composed of experts from key fields, and presents the project results. The committee will look at the overall impact of the project and the need to make mid-year adjustments to steer the project towards its overall goal.
Formal Project Evaluation: Annual Stakeholder Evaluation: Once a year TRAFCORD will invite all stakeholders to a formal evaluation of the TRAFCORD project. These stakeholders will be primarily come from multidisciplinary teams and network agencies with whom TRAFCORD works on a regular basis in assisting victims of human trafficking and prosecuting perpetrators. They will include government agencies and NGOs in particular police, prosecutors, shelters and social agencies. The evaluation will concentrate on the impact TRAFCORD has had on the regional level regarding combating human trafficking as well as ways TRAFCORD has impacted on the work of other agencies in the network. Problems will be identified and solutions agreed upon to be implemented in the coming year. Customer (Victim) feedback received is also evaluated and action taken to remedy complaints.
Final Project Evaluation: A final formal project evaluation will be conducted on completion of the project. This will be performed by a professional, external evaluating body. TRAFCORD will provide full access to project sites and records and make necessary introductions to network agencies.
