With recent public concern about the safety of coaches and minibuses, the Government announced proposals in March 1995 that would require every coach and minibus used for carrying children under 16 to be fitted with seat belts. However, in terms of deaths per passenger kilometre travelled, buses and coaches are the safest form of road passenger transport. Over the period 1983 to l993, the risk of death in a bus or coach was only about an eighth of that in a car.
