In recent years, we have seen major changes in approach to development assistance. With the end of the Cold War and the persistent number of poor people, many donors are revising their aid policy. Basically, the objective of economic development in recipient countries has been replaced by the objective of poverty reduction (World Bank, 2000). For instance, the Millennium declaration of the United Nations signed by 189 countries in 2000 leads to the Millennium Development Goals (MDGs).
