Section 2 of this paper presents a brief description of the types of IVHS technologies considered,
based on their potential benefit to the multimodal transport network system. Section 2.1 provides
a detailed problem statement and the mathematical structure of discrete transfer elements (DTE)
flow on the network. Section 2.2 gives the definitional relationships of modal threshold and
the flow structure of the system. Section 2.3 expresses the scheduling problem in the form of
the Hitchcock transportation problem in accordance with an algorithm derived by Dantzig and
Fulkerson [2]. Section 2.4 develops a solution to the problem through an algorithm derived from
network flow theory based on the ‘out-of-kilter’ method devised by Fulkerson [3].
