Just as with availability of equipment (AOE), AOP can greatly reduce the ability of a value stream to flow. The impact of queues, and how to calculate and report this effect, was discussed in detail in Chapter 9. But there is also an effect
on the ultimate performance of a process step when AOP is an issue. If AOP equals 50% for a process step, it should be expected that the work will only flow 50% of the time from this step in the value stream. Therefore, although the cycle
time may be reported as 1 min. when the process was operating and data was captured, in reality, you should not expect over the long run to see anything better than a 2-min. cycle time due to AOP.
