If the leader were influenced by concerns about the regional community, one could expect that they would abide by the norms and practices agreed upon. Moreover, a large number of cases without serious differences would suggest a shared policy outlook or vision among ASEAN decision-makes. However, an analysis of twenty distinguishable foreign policy initiatives with relevance to regional security provides evidence of only modestly strong norm compliance. While thirteen, and hence the majority, of the initiatives have followed the prescribed pattern of consultation and consensus-seeking, at least savon initiatives have not observed ASEAN’s procedural norms.
