ODOT13-0592oc – Salem
The Technical Services Branch is responsible for the overall management of the State’s Transportation System and ensures the success of ODOT’s transportation program. Core functions include: managing state-owned transportation assets; ensuring technical core competency statewide; providing technical support for ODOT’s planning, project delivery, construction, maintenance, and operations programs; ensuring appropriate statewide consistency in technical policy, procedure and standards of practice; ensuring appropriate compliance to reduce agency risk through technical oversight of project development and construction; providing best practices, trends and research related to transportation solutions; developing methods, tools, and technology to support project delivery; providing technical advice and consultation; providing statewide program and systems management to facilitate identification, prioritization, and selection of projects; conducting QA/QC audits of in-house and outsourced projects; leading continuous improvement strategies; performing direct technical work in support of Region project delivery.
This key role strategically leads, manages and integrates the work of seven section managers to deliver these core functions. The sections of Technical Services include: Branch and Project Delivery Services, Bridge Engineering, Construction, Geo-Environmental, Right of Way, Traffic-Roadway, and Strategic Systems and Data Management. This position participates in a variety of internal and external statewide leadership, management and steering teams.
As the Chief Engineer, this role approves all engineering standards, practices and procedures in compliance with Federal and State statutes, rules and regulations. By delegated authority from the Director, the Chief Engineer approves and executes the award of construction contracts.
