This research has identified four main stakeholders
groups for which good governance attributes
needed to be assessed: high level decision
makers (Politicians), middle level manages, employees
and citizens. For each of these categories
of stakeholders, the good governance attributes
must be instantiated into relevant indicators that
can be effectively measured. Indicators need to
be measured before and after the deployment
of the eGov system. For example in the case of
citizen-related outcomes, it is presented below
the way the researchers proceeded to collect and
asses the outcomes; and then they were presented
the comparison of some of these attributes in
Table 3.
