Asian countries,more than half of the government social expenditures are devoted
to education, whereas spending on other areas such as healthcare, social security,
and housing is low (Figure 14.11). For instance, in 2010, spending on social
security accounted for only 4–5% of total government expenditures in Brunei
Darussalam, Cambodia, and Malaysia. Similarly, government spending on public
housing was also limited in Cambodia and the Philippines.
