The provision of regular access to affordable, appropriate and high-quality medicines has been established as a global priority, highlighted in several international commitments such as World Health Assembly’s resolutions,1–4 Millennium Development Goals,5 UNGASS declarations,6 7 the Oslo Declaration8 and the Political Declaration on HIV and AIDS: Intensifying Our Efforts to Eliminate HIV and AIDS.9 In
line with these commitments, governments of many low-income and middle-income countries (LMIC)have implemented policies aimed at improving ATM.
