This Memorandum of Understanding sets forth the promotion with an international education collaboration and research projects between King Mongkut’s Institute of Technology Ladkrabang, Thailand (hereafter referred to as KMITL) and The University of Electro-Communications, Japan (hereafter referred to as UEC)
For the purpose of reciprocity, KMITL and UEC set up Global Alliance Laboratory on each campus in order to enforce bi-directional student and faculty exchange programs as well as international collaboration research under the academic agreement “Memorandum Between King Mongkut’s Institute of Technology Ladkrabang and the University of Electro-Communications.”
1 PURPOSE
The purpose of Global Alliance Laboratory is that students, researchers and faculties can use this room for the work office and the experimental laboratory to promote such bi-directional student exchange and faculty programs as well as international collaboration research under MOU of General Academic Agreement.
2 DURATION OF PROJECT
The project is commencing on/with the date of the signatures of the both universities and ending on the thirty-first day of March 2017.
3 CONTENTS OF COLLABORATION
In order to accomplish the purpose of Global Alliance Laboratory, KMITL and UEC shall exert their endeavors to conduct the following activities;
(1) The both universities shall establish and operate Global Alliance Laboratory to support the existing and expected activities between KMITL and UEC under other MOUs between the two universities as well as related activities approved by the both universities.
(2) The both universities shall organize steering committees and executive committees to manage and give advises to users of this laboratory.
(3) The person who is authorized by the both universities and responsible committees can utilize the Global Alliance Laboratory at the host university and fulfill their works/researches as well as special talks.
4 IMPLEMENTATION STURUCTURE
Implementation structure for Global Alliance Laboratory shall be as follows;
(1) In order to make sure that Global Alliance Laboratory is implemented smoothly, each university shall organize a steering committee on the laboratory. The members of each steering committee are listed in an Appendix[1].
(2) Each university shall designate an executive chair of the steering committee who is responsible for Global Alliance Laboratory. The mutual consultation between the both universities shall be conducted through the executive chairs.
(3) If necessary, important issues in implementing Global Alliance Laboratory shall be determined through mutual consultation between the both committees.
(4) Each university shall form an executive committee comprised of the faculties and/or researchers involving Global Alliance Laboratory. The members of the executive committee at each university are listed in an Appendix[2].
(5) The both universities shall co-operate the implementation of Global Alliance Laboratory while keeping close liaison with each other and paying attention to safety. The progress of Global Alliance Laboratory shall be reported to the steering committee through the chair of the executive committee.
(6) If necessary, the both universities may add or change (a) member(s) of their own steering and/or executive committee. In that case, any change of the member(s) at either university shall be reported to the other promptly.
5 IMPLEMENTATION PLAN
The both universities should implement and operate Global Alliance Laboratory in accordance with annual plans which are listed in an Appendix[3]. The procedures of application and registration to Global Alliance Laboratory is defined in an Appendix[4].
6 FINANCIAL RESPONSIBILITY
The financial responsibilities in implementing Global Alliance Laboratory shall be as follows;
(1) Each university shall bear the preparation and the operating costs for using Global Alliance Laboratory, working desk, chair and any other cost at their own university.
(2) Each university shall bear the cost of utilities and the Internet access at their own expenses.
(3) The cost of the operations of the activities is in accordance with the agreement under other MOUs in which the activities involved.
(4) With regards to the implementation of the project, any kind of allowance will not be paid for any member of the project committee; provided, however, that each university may pay allowances for (a) member(s) of their own project committee. Also, if necessary, each university may pay allowances for their graduate students in consideration of helping development and supporting student instruction.
7 REPORT ON PROJECT
(1) The executive committees shall compile annual reports on Global Alliance Laboratory and report to the steering committees of the both universities.
(2) If necessary, the both universities may hold the debrief sessions on the project with Global Alliance Laboratory.
(3) If the both universities wish to make public their achievements on the project with Global Alliance Laboratory, the address of acknowledgment to the collaborative project between KMITL and UEC shall be included in the papers.
8 MISCELLANEOUS
In addition to this Memorandum, items necessary for the implementation of the project shall be determined through mutual consultation, as the case may be.
