As a minimum ‘ quality’ outcome, human services must ensure that service workers are sensitive to the relational context and needs of people who spend most of their lives in service environments. Mission statements of human service organisations and job descriptions of service workers need to articulate the importance of relational ethics in human service objectives and ensure that people with disabilities themselves have opportunities to provide insight into their service experiences. In this study, ‘ quality’ in human services is primarily linked to relationships with service personnel who have the potential to create experiences of personal growth or systemic abuse for people who live in service environment
