As the state president and chairman of the state's CMC, the party general secretary and his office are given a legitimate base to perform governmental functions. There is an informal division of labor between the state president office and the premier's office in the State Council, namely, the government's executive branch. The state president office is in charge of foreign affairs, national defense, national security, and public security, whereas the State Council is in charge of economic and civil affairs. Several ministries such as National Defense, National Security, Public Security, and Foreign Affairs are under the jurisdictions of the state president office even though they are located in the State Council. Major decisions in these areas are made by the party (general secretary office) in the name of the state president office. Of course the State Council has to bear the responsibility of policy implementation.
