The site’s unusual change-management process involves daily change-management
meetings. Change proposals are submitted before the cutoff time each day. The SAs
who have proposed changes, all the SA managers, and some representatives from
the engineering and operations groups attend the meetings, where the change proposals
are discussed, approved, postponed, or refused with an alternative approach
suggested. Each change proposal includes a proposed date and time for making the
change. If it is approved, the change should be made at the approved time; otherwise,
it needs to be discussed in another change-management meeting.
