Web-Based Instruction is regarded as learners autonomously utilizing the rich
resources on the Internet for constructing personal knowledge (Liu, 2010). Web-Based
Instruction emphasizes the self-control, divergent thinking, diverse viewpoints, and
independent thinking of individuals (Hill & Hannafin, 1997). In terms of the instruction,
various types of information like sound, images, texts, and pictures are combined to
provide multiple information channels for learners. In regard to learning methods,
learners should actively explore and think in the learning process to construct the
knowledge. Regarding learning control, learners could flexibly adjust the learning
contents, sequence, time, and locations according to individual demands. Rosenberg
(2001) regarded e-learning delivering various solutions through the Internet that it
presented three basic characteristics on increasing knowledge and enhancing
performance. (1) Web-Based allows the instruction being instantaneously updated,
storing and acquiring, transmitting and delivering, and sharing instruction or information.
(2) Web-based technology applies computers and the Internet to delivering learning
courses to learners. (3) It focuses on wide learning aspects and overpasses traditional
trainings. In an attempt to establish an index and weight system for e-learning, Yeh and
Lin (2012) stresses four area: (1) Flexibility of the course contents to fit the level and the
demands of learners; (2) Deploying professional technician to solve technical problems in
System factor is identified; (3) Teaching quality that meets individual learner’s need is top
ranked in Instruction factor; and (4) Effectively enhance interpersonal interaction in
Interaction factor.
