This debate has been fanned
by a substantial increase in the number of sovereign
wealth funds, companies, and individuals
leasing, purchasing, or attempting to purchase
large tracts of agricultural land in developing

improvements to crop production and processing,
but only if the rights and welfare of the
tenants and existing resource users are properly
addressed (31).
