Urban road user charging has shown that it is
possible to achieve reductions of 20% in traffic and
30% in congestion in the areas to which it applies. It
is thus able to contribute significantly to reductions
in the environmental impact of urban traffic, while
promoting the use of alternative modes. There are a
number of barriers to its implementation, of which
the most serious is public acceptability. Guidance
