China’s multimodal transport shows a lack of connection between different
partners compared to western developed countries. There is no ‘‘multimodal
transportation operator’’ to manage the transport when two or more modes are
involved. Only in the regions of Shanghai, Zhejiang, Jiangsu and Jing-jin-tang, are
the bills and documents signed by carriers or agents. Rail container transportation
cannot connect with port and other foreign departments in a smooth way, thus
causing multimodal problems that cannot be solved in the near future
