Based on the administration of planning process of Thailand, lack
of particular SEA law would work against resource mobilization and
performance evaluation, factors that, in turn, would directly deprioritize
SEA. Budget requisition is based on the government policy and
plan, NESDP, and action plan of each agency. The proposed action plan
must conform to the agency's responsibilities and legal mandate such
as NEQA. At present, actual prioritization given to SEA by the relevant
agencies is certainly lower than the regular tasks with high KPI score
in the performance evaluation system. Therefore, the impracticality in
terms of finance and motivation provides a disincentive for SEA's
implementation following the decision of NEB. Moreover, absence of a
legal mandate hinders facilitation of other supporting elements such
as improvement of related agencies' capacities and increasing
cooperation among agencies.
