The participant: ‘‘I don’t think Aboriginal people themselves feel comfortable locked into anything.’’ Another Inuvialuit participant, and co-management board member, noted that ‘‘there’s a little bit of hesitancy and unwillingness to do long term planning initiatives that tend to set quotas or set things in stone for development; when you do that, for example, this organization [the co-management board] then feels that their power has been taken away from them.’’
