The jury
On May 27th, 2003, an international jury met up, presided by Jean-Marie Rausch, Mayor of Metz and President of the Metropolitan Area of Metz Métropole.
This jury, consisting of a nominating council of local elected representatives and qualified individuals, including Bruno Racine, President of the Centre Pompidou, and of architects, including Richard Rogers, selected 6 teams out of the 157 applications received from the world over:

Stéphane Maupin and Pascal Cribier, Paris
Herzog & de Meuron, Basel
Foreign Office Architects (FOA), London and uapS, Paris
