The resource use planning process needs to be undertaken in a participa-tory way through the integration of local people, allowing stakeholders to contribute knowledge, share experiences and exchange ideas to develop and implement resource use plans and to settle conflicts of interests. The results need to be implemented into national park policies and legally
binding land/resource use plans as well as management plans and pro-grams to ensure their implementation. The final plan indicating which uses are allowed and which ones are forbidden in each zone of the na-tional park and in the buffer zone, respectively, needs to be made publicly available in various ways reaching the local community and all other stakeholders. Violations need to be sanctioned.
