Appropriation rules govern the exploitation of resource units (fish in this study) in terms of time, place, equipment used, and quantity in congruence with local conditions (Ostrom, 1990). FCAs play an active role in formulating and modifying appropriation and provision rules based on prevailing economic and ecological sustainability issues. A fisheries management organization (FMO) is established to conduct these activities. An FMO is a subgroup of an FCA or group of FCAs that sets specific economic and ecological goals in a particular fishing ground, which covers one ormore geographical and institutional boundaries (NPFMRI, 2012; Uchida, 2007).
