At the local government level, the Department of Public Health and Environmental Health is the primary body responsible for people’s health care and wellbeing. This Department oversees the public health role within local government. However, the responsibility for implementation of a public health response in the event of flooding is not fully defined. This is partly because of a problem that the lack of personnel with the knowledge and competencies in the field of disaster management. There is a lack of clarity in terms of role of local public health professionals considered directly responsible in providing health care to people in the area. This is a key reason why public health professionals at local government level should have the competencies to prepare and manage the risk of disaster from flood.
