needs-based
model developed
by
Segal
is
described
in
some
detail
in
a
recent
publication
by
Segal
at
al
[51]. Need is defined
in
this
model
by best practise
care and
prevention
protocols,
applied to
the health
status
of the
population.
This is translated
into
a health
workforce
allowing
various
options
for
mapping
skills
and
competencies
onto occupations.
A
similar
method
is
described
by Ridoutt
et al
[52]
based
on
work by O'Connor
and Van
Konkelneberg
(1995)
[53].
This type
of
approach
offers
an objective
evidence-based
approach
to
estimating
health workforce
need.
