Due to the recent climate change situation, natural disasters
have occurred in vast areas, unseasonal times, and higher
severity. We cannot reduce or prevent the natural disasters to
occur but we can avoid ourselves to not encounter the disaster
area if we would know them in advanced. Many scientists have
searched for solutions to warn citizens to avoid such disasters.
For example, [17] used satellite data such as cloud and
temperature to warn people in India about the intensity of
cyclone. [13] proposed a detection algorithm to extract colors,
shapes, positions, and angles of fire by analyzing video
contents so that they can estimate the severity of fire.
In analogous, several groups of researchers focused on
framework of disaster administration. [16] suggested the
characteristics of early warning system on power system with
risk assessment, and warning classifications while [21] and [2]
considered disaster impacts to urban and logistics,
sequentially.
