New developments in teaching and learning and larger student numbers contribute to a significant change in the landscape of tertiary education. The private sector has urged universities to be responsive to their identified needs in business. Each university places a great emphasis on the teaching and learning of English. International education programs are becoming an integral part of the education system itself which becomes a potential business. As Bureau of International Cooperation Strategy states there are 29 public higher education institutions and 23 private higher education institutions which initiate new international education programs to serve those requirements.
