The remaining 103 independent agencies perform a wide range of tasks,
such as regulation of the activities of private actors,
distribution of benefits or subsidies, provision of educational programs and exams, research on
economic trends, and registration of products. They operate in a variety
of policy areas, and are linked to most of the thirteen Dutch ministries. A
majority of the agencies are established by public law, the others by private
law. Furthermore, some 41 percent are fully dependent on public funds,
whilst 35 percent get their complete income from the private sector, and
another 24 percent dispose of a combination of public and private funds
