The people occupying each one of these roles will have a different perspective on data, and we can develop a simple model of this. The model sees perceptions about how data is or is not used as shaping the motivations of each their actions which, in turn will have an impact on data quality.
The soft perspective therefore argues that one of the keys to data quality, or lack of it, lies in the motivations of those involved.
