consistent with the firm's goals.
Do not institute quality improvement teams as separate, parallel organization structures.
Simply trying to superimpose such teams outside the normal chain of command elicited
resistance from supervisors, many of whom made comments like "I don't know what
these people are doing-they're not helping me do my job."27 The teams should, to the
greatest extent possible, be composed of natural work units.
