it is argued that government approaches to change
that include legislation and other initiatives will be
ineffective unless people management strategies
are put in place to develop leaders (Maddock
2002, Williams 2004). The use of opinion leaders,
influential individuals to whom others may turn to
for advice and who may not always have managerial
roles, is recommended by NiCe (2007b) to motivate
teams to change. Leaders tend to be influential,
although this does not necessarily mean they are
the most senior individuals. They are often well
respected people and role models to other members
of the team (NiCe 2007b), therefore it is important
to ensure the right leader is selected.
