Management responsibility for French quota involves three main players: The Department for Marine Fisheries and Aqua- culture is responsible for allocating and controlling national quotas on behalf of the Ministry of Agriculture and Fisheries. Producer Organisations (POs) are authorized by the Central State (Ministry of Agriculture and Fisheries) to manage sub-quotas. 20 French POs were recognised by the EU in 2010 (14 located on the Atlantic coast). Vessel owners form the third player in this structure, as members or non-members of one of the POs. The adoption of TFC is officially non-applicable in France under the Fisheries Act adopted in 1997
