The baseline household survey resulted in interviews with 1599 women, representing 75% of the 2122 households known to be eligible. However, if the proportion eligible is assumed to be the same among the 3548 households of unknown eligibility as among the 6982 of known eligibility, the estimated total number of eligible households is 3200, giving a response rate of 50%. Reasons for non-response were that the respondent was away or never available (198), moved after initial contact (8), could not schedule or complete the interview (24), or refused to be interviewed (293). Households whose eligibility could not be determined included 3106 who could not be contacted, 83 who were contacted but not screened, and 359 who refused to be screened. The survey required 1 year (7/92–7/93) to complete and proved extremely difficult to carry out because of suspicion on the part of prospective respondents and risks of personal harm perceived on the part of the interviewers in some neighborhoods (51 potentially eligible households were not approached for this reason).
