While direct regulation by government may be limited in the region, regulators have taken steps to promote transparency of roaming charges. With such information readily at hand, consumers could opt to reduce their use of the roaming service or switch to an alternative technology. In response to the 2009 survey conducted by Australia, all twelve respondent economies replied that mobile roaming price information was published by carriers on their websites. In just one economy (USA), the roaming price information was made available on a web portal allowing comparison of different carriers’ prices for consumer convenience. These individual carriers are also required to report on differing information relevant to IMR services. Ten economies indicated that traffic volume and revenues were required to be reported by the carrier.
Wholesale charges and retail prices were only required to be reported by seven economies.38
In sum, progress has been made, but regulatory variances still exist with regard to IMR price
transparency.
