low level corruption – such as the underhand payment that
has to be made to a clerk to expedite the issue of a driving license – has its own set of
problems. In this case the general perception is that civil servants with insufficient
salaries to meet the living expenses of their families are driven by necessity to engage
in corrupt practices. Raising their pay, it is argued, will mean less need to depend on
illegal activities to earn a living while they have more to lose if they get caught.
