This illustrates the fact that no attempt was made to develop the National Curriculum on the basis of research, let alone to test it empirically. Instead, it was put together by a committee, working as three sub-committees, in a-matter of a few weeks. Overall, it has been shown to lack any epistemological or psychological validity, in its hierarchical assumptions. Given its status, and the resources available, this is highly remiss of its originators (the government).
